政府將災防告警訊息，經由電信業者的4G系統，利用「細胞廣播服務技術(Cell Broadcast Service，CBS)」，在短時間內以獨立通道傳遞訊息至指定基地臺涵蓋範圍內之所有行動用戶手機中，不受網路壅塞影響，以利即時通知民眾疏散，減少傷亡。

The government sends public warning messages via the 4G systems of telecommunication providers, which utilizes Cell Broadcast Service (CBS) to deliver the messages instantly through independent channels to all users' cellphones in areas covered by relevant cell sites. In this way, message delivery is not impeded by usual network congestion, thereby enabling real-time evacuation alerts to be sent to the public to reduce casualties.
